Add email notifications when a guest link has been renewed
...
The notifications service now consumes the GuestTokenRenewed event and
mails the new guest link together with the one-time PIN to the guest.
The created and renewed mails share one code path; GuestTokenRenewed
carries no resource name, so the resource is stat'ed for it.

POST .../guestLinks/renew — issues a new link token and a one-time PIN for an existing guest link.
POST .../guestLinks/verify/pin — exchanges the PIN for a fresh session.
Renew publishes a new GuestTokenRenewed event carrying the token and PIN.
