add soul-wars (#6927)

* Added soul-wars plugin

* Updated soul-wars plugin

* Added preventions for sacrificng fragments and burying bones when area is not captured

* Added highlight capture areas feature

* Capture area bug fixes

* Fixed issue where you can't bury bones in spawn
