add chatbox-scroll-to-zoom (#7269)

* add chatbox-scroll-to-zoom plugin

* add LICENSE

* handle FocusChanged events

* use JavaScriptCallback with conditional logic to determine Script to run

* update description to mention CONTROL key override

* enable scroll-to-zoom on the _entire_ chatbox, not just message lines
