update arceuus-timers

* Update arceuus-timers 1.4

- Add Mark of Darkness post Jagex update on it
- Fix issue for thralls in Sotetseg room when chosen
- Fix issue causing thrall timers to stay indefinitely
- Fix logic with different config combinations
- Removed Ward and Shadow controller, combined into VariableTimerController
- General code refactoring

* Update arceuus-timers

Add back accidentally deleted throw exceptions
