update translator to v1.1.0 (#10072)

* update translator plugin to v1.1.0

* updated version

* feat: data collection is now opt-in
refactor: infinite loop was replaced for a scheduled executor
refactor: api integration now used okhttp

* fix: added missing executor shutdown call when plugin is shut down
