Update quest-helper to v1.3.0 (#953)

Browse Source 
- Adds user control for text highlight colour, general helper colours, and what parts of quests to get help with
- ItemRequirements now have checks in the sidebar, indicating if in inv/in bank.
- ItemRequirements in sidebar now also have hints where appropriate
- Large cleanup of some of the core QuestStep functionality, breaking up the monolith that was DetailedQuestHelper
- Addition of more Requirement types in preperation of sidebar filtering and ordering changes
- Couple fixes to existing quests
