Update region-chat to 1.0.3 (#6150)

* Update region-chat to 1.0.3

- Adds client-side limitations on the icons players can represent themselves with to ironman icons. This should ensure no-one can fake a JMod or PMod icon.
- Fixes the Zalcano region ID

* fix deprecated enum usage in region-chat

* Forced bubble icon on names + spam filter for Region Chat

Also allows for PMods to make use of Region Chat.

* Only show region-chat info option on region-chat messages
