test(install): assert a renamed workspace command's old name is gone (#17432)

The oracle's renamed-bin scenario checked only that the dependent links
the new name. Both CLIs now also remove the old one, pnpm v11 since
pnpm/pnpm#17371, so the scenario asserts that too, for every layout and
driver.
