chore: file feature requests as discussions (#15752)

Issues are now reserved for bug and regression reports. The feature
request form moves to .github/DISCUSSION_TEMPLATE/ideas.yml, which GitHub
applies to the existing Ideas discussion category, and the issue chooser
links there instead.
