With `PNPM_V11_BUNDLE` naming the pnpm v11 bundle, the peer convergence
harness also runs every fixture through v11, apart from the rows that
set the v12-only `autoDedupe`, and each row's fresh v11 lockfile has to
equal the v12 one. v11 gets every check the harness makes, so a
convergence bug no longer has to be confirmed on v11 by hand.
A Rust CI job builds the v11 bundle and runs the harness this way on
changes to the resolution, lockfile, install and deploy code of either
stack. The success gate requires it.
pnpm/pnpm#17094 is tracked as a divergence only v11 shows.
