Carson Kompon 48403485f4 ScreenPanel Scale & Opacity fixes (#4450) 
- Fixed the `Opacity` property having no affect on ScreenPanels.
- Ensure that the `Opacity` property dirties the Panel to be re-drawn like with Scale
- The `Scale` property now has an affect when Auto Scale is enabled, allowing you to set a base scale for your UI.
