Sol Williams 4f71939a65 ServerPackages fixes (#4898) 
* Explicitly reset stringtable between games, remove weird second instance
* Remove map package requirement when it's no longer used by any MapInstance, refcounted
* Don't include game package as a server package, clients will download this on handshake
* Add list_serverpackages concmd
