Added the ability to do a dump from a Vantage station, using command 'DMP'.

the install section of usersguide is now links to separate pages. added generic 'installing.htm' instructions that are not specific to any os. added javascript tabbing in linux.htm for platform-specific instructions.

weewx communicates with a weather station to produce graphs, reports, and HTML
pages. weewx can publish data to weather services such as WeatherUnderground,
PWSweather.com, or CWOP.
