Tom Keffer 07044ae2b0 Added aggregation types .last and .lasttime. Documented them. Included in test suites. 
Still have to support them in aggregation vectors.
Added new appendix to Customizing Guide that documents the various aggregation types.

weewx communicates with a weather station to produce graphs, reports, and HTML
pages. weewx can publish data to weather services such as WeatherUnderground,
