Sam Pavlovic 17304c8885 Fix baked lights being fucked (#5300) ...

Baked light indexes were being fucked for networked clients trying to connect

Never network new LegacyData stuff, it's internal (not serialized), so a snapshot copy, would arrive half-configured, and every client builds an identical light from the vpk anyway.
API++ so we dont join maps without them properly configured
